You have been unable to join the Feedback app community to make your suggestions and report other issues on Windows 10 operating system to Microsoft due to error with the Feedback App. It prevents you from going to there whenever you try to open the feedback app and directs you to make changes to the 'Privacy' section of 'Settings'(the one gradually replacing the classic Control Panel in Windows 10) before you can do that. STEP 1: Press Windows Key + R to open 'Run' dialog.

STEP 2: Type or copy and past regedit into 'Run' and click on 'OK' to continue.

STEP 3: Double-click on 'HKEY_LOCAL_MACHINE' to expand it, next on 'SOFTWARE' and on 'Microsoft'.

STEP 4: Now double-click on 'CurrentVersion'.

STEP 6: Right-click on 'Allow Telemetry' to the right-side of the screen and select 'Modify...' from the drop-down menu.

STEP 7: On the dialog box of the DWORD(32) change the 'Value data:' to 3 and click on 'OK' button to close it. Next, exit the registry editor.
