The cause of this error is due to lack of user not granted the permission to read preferences from the location of the 'User Data' folder in the Google Chrome. Either you run Google Chrome browser as an Administrator to have such permission granted each time you experience the error or follow the concise instructions below to forestall it.

STEP 1: Press Windows + R key to open 'Run' dialog.

STEP 2: Type or copy and paste \Users\%username%\AppData\Local\Google\Chrome into 'Run' dialog and click on 'OK' to continue.

STEP 3: Right-click on 'User Data' folder and select 'Properties' from the drop-down menu.

STEP 5: Select the little box close to 'Replace all child object permission entries with inheritable entries from this object' below the dialog, click on 'Apply' and 'OK' to close it.
